Read is filtered out by default! In fact, there's no way to turn on "read" books in the recommendations. If you're seeing any, it means that an edition isn't in the correct book family. You can file a book ticket from the book's page to let us know.
To-Read we show because we've had lots of feedback over the years that users like seeing books they've already earmarked "to-read". It often means they're more likely to pick them up sooner! We then have the filter menu option to remove them from the results if you don't want to see them.
